OSHA Requirements and Training Resources for Maui HI
Regulation of OSHA Training on Maui
Who regulates OSHA training in Maui? The State of Hawaii operates a State OSHA program (HIOSH). Therefore, regulated employers needing OSHA training in Maui should comply with that agencies rules. Hawaii’s Occupational Safety and Health Plan was approved on January 4, 1974, and was certified on May 9, 1978 as having completed all specified developmental steps. On April 30, 1984 the State was granted final approval and concurrent Federal enforcement authority was relinquished under Section 18(e) of the Act.
OSHA Training Regulations and Standards
Hawaii has chosen to adopt the majority of Federal OSHA standards verbatim, including those regulating OSHA training for employees in construction and general industry. So employers required to provide employees with OSHA training in Maui should comply with that agencies regulations. However, there are some standards that, while deemed as effective as comparable federal standards, have significant differences, and there are some HIOSH standards which do not have any federal counterparts. Examples of HIOSH standards which differ from Federal OSHA standards are those for fall protection, steel erection and air contaminants. HIOSH has requirements for safety and health programs and for certification of hoisting equipment operators which have no Federal OSHA counterpart. HIOSH’s standards can be found online at the Hawaii Standards Website. HIOSH’s standards are numbered in accordance with other state regulations and can be found under Title 12, Subtitle 8.

Special Safety Training Consideration for Workers on Maui
Heat Illness Prevention Training is considered essential training for anyone working in high temperatures or humid conditions, where prolonged exposure can lead to heat stress and even life-threatening heat stroke. Whether working on construction sites, road-work, landscaping and lawn care crews, in commercial kitchens, attics, or buildings without adequate ventilation, workers must know how to recognize the early signs of heat-related illness and know how to stay hydrated, take proper rest breaks, and respond to emergencies. This training equips them with the knowledge needed to help them work safely in extreme heat.
Â
Jurisdiction
There are two agencies primarily responsible for overseeing employer compliance with OSHA training in Maui and elsewhere in Hawaii. The Hawaii State Plan applies to all private and public sector places of employment in the State, with the exception of Federal employees, the United States Postal Service (USPS), private sector maritime, and land that is exclusive Federal jurisdiction, which are subject to Federal OSHA jurisdiction.
Hawaii OSHA Information

The central telephone number is (808) 586-9100. OSHA’s national emergency hotline telephone number is 1-800-321-OSHA.
